A: Yes and no. Yes, the things people do in a public setting are public acts. Yes, the girls at Mardi Gras celebrations are in a public place. No, you can't just go snapping away at them and throw them up on your adult site. A lot of those bead-trading, tit-flashing pics that you see are staged. If you see true unidentified/unpaid models, you probably don't see much of them except in their role as background filler. Yes, gals get crazy at Mardi Gras, but you never know the age of those gals. If you show their face, you open yourself to their ability to protect their image. You can ask for ID and have them sign waivers, but it's usually easier to just plant pre-paid models within the crowds.
