Q: I've heard that you can buy domains that already exist and have traffic. Where?

A: Oh there are lots of sites where you can purchase an already existing domain name. It's a great idea to think about buying the preexisting results of someone else's good idea gone bad. A couple of years ago, a whole bunch of people went domain name crazy. A few good URLs sold for some big money and everybody thought that domains were the proverbial pot of gold. As a result, people still think to this day they will become rich if they just think up the right domain name. Many of these folks register tons of domain names and never do anything with them. After a point they fail to re-register when their time comes up and by default, the domain becomes property of the registrar.

Then you have other webmasters who buy a domain name, build a site, submit it to search engines and take the time to promote it. For various reasons, they no longer want the site or the domain and are willing to either sell it, barter it or auction it off. These are the more valuable types of domains as they have an existing traffic base and search engine positioning.

Almost any domain registrar has a page of expired domains for sales. Then you also have sites and services that will track domains that are soon to expire. Add onto that there are even more places to buy existing sites directly or by auction. Type keywords such as "domain for sale" or "adult domains" and you'll see the plethora of place where you can buy an existing domain name.
